The formation of the borders of Post Soviet Azerbaijan was taking place on the basis of the borders which existed in the Soviet Union. Although Azerbaijan had the borders with the Soviet republics, these borders were of provisional nature, without any entry-resistant engineering constructions. The beginning of year 2011 was marked by the crisis of the last bastion of non-democratic regimes – the only geographical region, which by the words of Larry Diamond, historically had never experienced  democracy . The fall or crisis of  autocratic and hybrid regimes of the North Africa raised many questions and dilemmas, which international community and the EU will face from now on.
